Mr. Robert Hagans is a senior executive with 40 years of progressive financial, administrative, and operational management experience.
He serves on the boards of CareFirst BlueCross BlueShield, Industrial Bank of Washington as Treasurer, and the Joint Center for Political and Economic Studies as Chair of the Audit Committee. Previously, he served on the boards for the State of Maryland Retirement and Pension System, The National Institute for Science and Technology, Children’s National Medical Center, the Prince George’s County Police and Fire Pension Plan, and the State of Maryland Local Government Insurance Trust.
Mr. Hagans is the Chief Financial Officer for the National Association of Counties (NACo).
Prior to his tenure with NACo, he served as Chief Financial Officer at AARP. He led the division of Financial and Operational Services, which included oversight of approximately $9 billion in annual cash flow and a $1.5 billion operating budget.
His other executive positions include Director of Finance for Prince George’s County Government, Assistant Vice President for Howard University, and Treasurer for the District of Columbia Government. He has public finance investment and commercial banking experience with Alex. Brown & Sons, Merrill Lynch, and the Harris Trust and Savings Bank.
He holds a B.A. degree from Lake Forest College and an MBA from the University of Chicago. He has done postgraduate work at the Wharton School of the University of Pennsylvania. In 2011, he was named a U.S. Department of Commerce Baldrige Fellow, and in 2014 The Washington Business Journal honored him with a CFO of the Year Award.
